This “new” proposal sounds like Frohnmayer’s old “new partnership”/autonomy scheme. It was a bad idea then and now. How is it that no reporter asks this president “So you just got here and suddenly you are the expert and we should trust you to fix everything ?” He is a snake oil peddler.
